On August 13, at the invitation of Allen, President of the Brookings Institution of the United States, Ambassador Cui Tiankai held a video exchange with more than 20 scholars and relevant people on Sino US relations. Recently, general Scowcroft, former assistant to the US president for national security affairs, passed away unfortunately. China expresses its deep sorrow for this. Over the years, courageous and wise politicians represented by general Scowcroft have led China US relations through ups and downs. In the great changes of the world, they give people inspiration and strength. The example they set will inspire us to make unremitting efforts to ensure that Sino US relations continue to move on the right track. At present, Sino US relations are developing in the wrong direction, which is described as “free fall”. There have always been problems and difficulties in the relations between the two countries. However, it is alarming that some people try to deny the achievements made by generations of the two countries through decades of hard work, and deliberately push the two sides to confrontation and conflict. In the case of novel coronavirus pneumonia worldwide and the world economy suffered heavy losses, countries, especially large powers, need to cooperate urgently. The deterioration of Sino US relations has also severely damaged global economic confidence and brought serious consequences to the people of the two countries and the world. Some people in the United States are keen on big country competition and strategic confrontation. Looking back at the novel coronavirus pneumonia, which is the 9 / 11, the international financial crisis and the new crown pneumonia epidemic, the three crises are undoubtedly strategic. However, they have been resolved by traditional competitive power toolbox. The world has changed. Of course, there will be differences and even competition between big powers, but this is not the reason for confrontation. Today, the power to promote cooperation among major powers is far greater than that to promote division. Stigmatization will not make anyone great. The ideological Crusade cannot solve any problems in the world today and is doomed to failure. Some people may think that engaging in confrontation will help curb China’s development and even change the Chinese regime. This is wishful thinking. History has repeatedly proved that external pressure can only make the Chinese people more united, Chinese society more cohesive and China’s economy more resilient. Some people who are so addicted to the word “cold war” may think that they have won the cold war, but we should not forget the price paid by the world for the cold war of more than 40 years. Even during the cold war, there were two hot wars: the Korean War and the Vietnam War, which made the United States and related countries pay a heavy price. We should not let history repeat itself. If the negative trend of Sino US relations continues to develop, China may face more difficulties and challenges. However, the initiators of the “new cold war” must also carefully weigh the price they will pay and the disasters it will bring to the world. “For whom does the bell ring?” there will be an accounting day in the future. The fundamental problem in the current Sino US relations lies in: can the United States accommodate China and coexist peacefully with a country with different history, culture and system when China is deeply integrated with the existing international order? From the beginning of the normalization process of Sino US relations to the establishment of diplomatic relations, both sides have made a choice, that is, the two countries must coexist peacefully, evolve together, control differences, expand cooperation, and develop comprehensive, stable and constructive relations. I hope that no one will deny history, which will lead to the slide of bilateral relations along a dangerous road. China has always been an active participant, supporter and contributor of the international system. At the same time, as a big country with ancient civilization, China’s integration into the international system will inevitably bring about some changes, and the international system should also be adjusted accordingly. It’s as natural and reasonable as a chemical reaction. However, China has no intention of “revolutionizing” the existing international system or creating a new system of its own, but hopes to actively promote the corresponding reform according to the changes of the situation while integrating and adapting. Is the United States willing to work together with China and other countries to ensure that the international order and global system meet the needs of all Member States of the international community and work hand in hand to cope with various risks and challenges; or is the us willing to let the situation get out of control, indulge in the zero sum game of big power competition and fall into the Thucydides trap? The United States must make a fundamental choice. The construction of a post epidemic world provides a rare opportunity for Sino US cooperation. It will be a very different world. Technological progress and other factors will lead to profound adjustment of the international economic structure and supply chain. The economic guiding ideology will also change, and the attention to social problems such as public health and how to deal with the spread of infectious diseases will increase. Under the new situation, the international community should strengthen the coordination of macroeconomic policies and reform the global governance system, especially in social fields such as public health. In the face of important tasks and severe challenges, China and the United States should make the right choice. On the basis of mutual understanding and respect, China and the United States should not only play a positive role in building a new global governance system and international order in a “post epidemic world”, but also develop more stable, forward-looking and stronger Sino US relations. < p > < p > as always, China is committed to working with the United States to overcome difficulties, face the future, and build Sino US relations with the keynote of coordination, cooperation and stability. Recently, China has sent a series of clear signals on this issue. Yang Jiechi, member of the Political Bureau of the CPC Central Committee and director of the office of the Central Foreign Affairs Working Committee, delivered a long paper, expounding his views on Sino US relations from a historical perspective. State Councilor and foreign minister Wang Yi and others have repeatedly delivered speeches and received interviews, reiterating China’s firm commitment to promoting the healthy development of Sino US relations. We look forward to a positive response from the US side. Some people may think that China is waiting for the results of the US general election in November. I would like to state that China has not waited, let alone waste time in waiting. It is far from China’s ability to predict or influence the internal affairs of the United States. China has neither the desire nor the interest to get involved. When President Nixon visited China about half a century ago, he quoted the president’s poem “ten thousand years too long, seize the day and the night.”. Today, we are still ready to work with the current U.S. government to find solutions to the problem. We also hope that some people in the United States can get rid of fear and paranoia as soon as possible, because this is making them lose their common sense, even to an alarming degree. All sectors of society in China and the United States should be highly vigilant against any sinister attempt to push Sino US relations into confrontation with conflicts, resolutely prevent the resurgence of “McCarthyism”, actively expand exchanges and cooperation, and promote Sino US relations to return to the right track as soon as possible.
