On August 10, South Korea announced its defense blueprint from 2021 to 2025, promising to provide 300.7 trillion yuan (about 1.76 trillion yuan, 253 billion US dollars) military expenditure to the army in the next five years, with an average annual increase of 6.1%, mainly for weapons and equipment research and development and troop construction. South Korea has revealed in the mid-term national defense plan that it will build a 4000 ton submarine, which is much larger than the 3000 ton conventional submarine being built. It will be equipped with ballistic missiles and powered by nuclear reactors. According to the report, South Korea may need to amend its nuclear agreement with the United States to build a nuclear submarine, because the agreement prohibits South Korea from using nuclear technology for military purposes. At the end of July, South Korea and the United States passed the amendment to the “South Korea US missile guide” to lift the restrictions on the use of solid fuel for South Korean launch vehicles, and give Seoul greater independence to defend the country. The plan to build nuclear powered submarines is also for the same purpose. The Ministry of defense also hopes to develop a Korean version of the “Iron Dome” defense system to defend against long-range artillery attacks, and plans to deploy it in the late 1920s. The Ministry of defense of the Republic of Korea also revealed that South Korea will officially start the construction of a 30000 ton light aircraft carrier next year and equip it with F-35B carrier based fighters. The aircraft carrier is planned to start service in the early 2030’s.
